§ Mr. LuceMost other countries share our view that the main thrust of activities during International Youth Year should be at the local and national levels. However, the British Council's exchanges department will be giving priority in 1985 to projects with IYY themes, and the Overseas Development Administration will maintain its funding of the Commonwealth Youth Programme, which is holding a Pan-Commonwealth youth conference in 1985. The Foreign and Commonwealth Office is also considering an application from the British Youth Council for a grant in 1985 for its international work.
