§ Mr. WaldegraveWe have today published a paper setting out proposals which would put an end to the situation which exists at present whereby the dog licence costs more to issue than it raises in revenue. This follows criticisms made by the Public Accounts Committee and the Select Committee on the Environment of the absurdity of the existing national dog licensing arrangements. Whilst the paper reflects the Government's preference for giving local authorities power to establish their own licensing and registration schemes, we are anxious to consider the views of all those with an interest before reaching final decisions. Our aim is to promote responsible dog ownership and at the same time to enable local authorities and others to deal more effectively with dog nuisance. Comments on the proposals will be welcome. The paper is being sent to the local authority associations, animal welfare and veterinary organisations and others with an interest. Copies are available in the Library of the House.
