asked Her Majesty's Government:

Whether they will comment on the viability of Article X of the US draft chemical weapons ban treaty proposed to the UN Committee on Disarmament in April 1984, given that all Soviet chemical weapons production facilities are government operated, where many American facilities are controlled by private firms.

I refer the noble Lord to the answer which I gave to his earlier question. The United States have stated at the Conference on Disarmament that the private United States chemical industry would be fully subject to the inspection provisions of Article X.
