HL Deb 27 November 1984 vol 457 c887WA
Lord Jenkins of Putney

asked Her Majesty's Government:

Whether they believe that NATO's claim to be a defensive alliance should be reflected in its military doctrine and in public statements made on its behalf.

The Parliamentary Under-Secretary of State for the Armed Forces (Lord Trefgarne)

As has been made clear in successive communiques, the alliance threatens no one. None of its weapons will ever be used except in response to attack.
