§ Mrs. ChalkerI do not consider that the problem justifies legislative controls beyond the powers in section 31 of the Road Traffic Act 1972 which enable local authorities to designate roads on which it would be an offence to allow dogs without leads. However, we shall continue to give advice such as that which is already contained in the "Highway Code".
