Mr. Terlezki

asked the Secretary of State for Transport, in view of the number of dog-related road accidents, if he will introduce legislation requiring dogs to be kept on leads in or near public highways.

I do not consider that the problem justifies legislative controls beyond the powers in section 31 of the Road Traffic Act 1972 which enable local authorities to designate roads on which it would be an offence to allow dogs without leads. However, we shall continue to give advice such as that which is already contained in the "Highway Code".
