asked the Secretary of State for Social Services if he will introduce legislation to give rights to members of community health councils to visit regularly elderly people and others staying in private homes registered by area health authorities or local authorities.

No. Community health Councils are not concerned with services provided outside the National Health Service. By agreement with the private sector, councils can already visit private homes where people are being treated as National Health Service patients.
