Mr. Chris Smith

asked the Secretary of State for Social Services what considerations he bears in mind when deciding whether an individual diagnosed as suffering from an illness has to present himself or herself in person at a local office of his Department for the receipt of benefit.

Payments of benefit are normally sent to claimants by post. If the Department considers that the postal delivery arrangements at a claimant's address are unsafe, he may be asked to collect his benefit from the local office. If he is unable to do this because of the nature of his illness, he can authorise someone else to collect it for him.
