Mr. Tony Banks

asked the Secretary of State for the Home Department what arrangements will be made, in the event of the abolition of the Greater London council, for the administration of the fireman's pension scheme currently administered by the Greater London council and for those non-uniformed members of the London Fire Service who currently contribute to the Greater London council superannuation fund.

Under the Local Government Bill the London fire and civil defence authority will, as from the abolition date, be the fire authority for Greater London with the responsibilities of a fire authority under the firemen's pension scheme. Clause 54 of the Bill provides for the establishment of the London residuary body in whom will be vested the Greater London council superannuation fund and whose responsibilities will include the functions of the Greater London council as administering authority under the local government superannuation regulations.

asked the Secretary of State for the Home Department who will set standards, ensure compliance and police premises owned by London borough councils under the terms of the Licensing Act in the event of the abolition of the Greater London council.

Mr. Mellor

As previously explained to the hon. Member, responsibility for the grant, renewal, transfer orremoval of Justices' licences under the Licensing Act 1964 will continue to rest with the licensing justices or the local magistrates' court for premises in the Greater London area. The right of police officers to enter licensed premises for the purpose of preventing or detecting an offence against that Act will also remain unchanged.
