§ Mr. Tony Banksasked the Secretary of State for the Environment whether grant payable to an authority under paragraph 29 of schedule 32 to the Local Government, Planning and Land Act 1980—enterprise zones—will be included within total expenditure for block grant purposes in 1985–86.
§ Sir George YoungThe grants are paid to local authorities as full compensation for their loss of revenue from the exemption from rates of industrial and commercial properties in enterprise zones. Neither the revenue forgone, nor the grants received by a local authority score as total expenditure for block grant purposes. No change in those arrangements is proposed.
