§ Mr. Patrick JenkinThe studies will be undertaken under the direction of my right hon. Friend the Minister for Local Government and my hon. Friend the Parliamentary Under-Secretary of State with responsibility for local government finance, in association with Ministers from the Scottish and Welsh offices. Professor Christopher Foster, Leonard Hoffmann QC, Lord Rothschild and Professor Tom Wilson have agreed to act as independent advisors.
