Mr. John Fraser

asked the Secretary of State for Trade and Industry whether he proposes to take action under consumer safety legislation in respect of skin bleaching cosmetics containing hydroquinine, details of which have been supplied to him by Lambeth borough council.

Mr. Fletcher

The Laboratory of the Government Chemist is testing the skin lighteners. If they are found to contain more than the 2 per cent. permitted under the Cosmetic Products (Safety) Regulations the suppliers will be prosecuted. I am also having those brands not properly

asked the Secretary of State for Trade and Industry what was, as a percentage, the total rise in output of the United Kingdom chemical industry in each of the last five years for which figures are available.

The index of the output of the chemical industry, class 25 of the Standard Industrial Classification 1980, is published in table 7.1 of the "Monthly Digest of Statistics", copies of which are in the Library.
