asked the Secretary of State for the Environment why his Department has undertaken no surveys of the extent of harassment and Rent Act evasion in privately rented housing in London.

Local authorities which have specific powers under the Protection from Eviction Act and other relevant legislation are best placed to assess the extent of harassment and evasion in their areas. The Department gives careful consideration to evidence received from them and from other bodies which are directly concerned with these matters.
