asked Her Majesty's Government:

Whether they will indicate to the Governor of Hong Kong their support for the call from the International Commission of Jurists for a Rehabilitation of Minor Offenders Act, similar to the British Act, to clear the records of the many minor offenders who since conviction have remained law-abiding.

As my honourable friend the Member for Shoreham said in another place on 14th November, this is a matter for the Hong Kong Government. The position is that the Hong Kong Government intends to issue by the end of 1984 a consultative paper for public discussion relating to the introduction of a possible "spent conviction" scheme in Hong Kong.
