asked the Secretary of State for Scotland if he will show for each regional authority (a) provisional outturn expenditure in 1983–84 and (b) planned expenditure in 1984–85 and 1985–86 on (i) highway structural maintenance, (ii) highway routine maintenance and (iii) highway capital.

Information available to me on regional authorities' current highway expenditure does not identify separately expenditure on structural and on routine maintenance, and includes expenditure on road lighting and road safety measures. Provisional outturn expenditure in 1983–84 is set out in the table. An estimate of current expenditure by each regional council in 1984–85 appears in "Rating Review part I: Estimates of Income and Expenditure 1984–85"; published by the Chartered Institute of Public Finance and Accountancy, of which a copy is available in the Library. No comparable estimate is yet available for 1985–86.

The table also shows provisional outturn capital expenditure in 1983–84, allocated provision for local authority roads and transport projects in 1984–85, and provisional allocations intimated for 1985–86. Each regional and island council has discretion to determine the distribution of expenditure within its overall allocation.
