asked the Secretary of State for Energy if he has received assurances that no plutonium exported to Japan will be used in the production of nuclear weapons.

Yes. Article III(a) of the United Kingdom/Japan "Agreement for Co-operation in the Peaceful Uses of Atomic Energy" (Cmnd. 3853) specifically provides that materials, including special fissionable materials, obtained under the agreement shall only be used for peaceful purposes.
