asked the Secretary of State for Wales what is his estimate of the cash rise in Welsh water rates consequent upon the autumn statement of 12 November; what is the total cash sum involved; by what percentage water rates may rise; and if he will make a statement.

The Welsh water authority has yet to finalise its budget for 1985–86. This will take account not only of the changes in external financing limits included in the Chancellor's autumn statement, but of performance aims yet to be agreed and the financial target still to be set for the authority for 1985–86. While discussions with the authority on these matters will be continuing, I expect the increase in main charges to be above the rate of inflation.
