§ Sir George YoungThe provision for the urban programme in England in 1985–86 will be £338 million. That is a cash reduction of £28 million below the planning figure set out in "The Government's Expenditure Plans 1984–85 to 1986–87" (Cmnd. 9143), but that means that in 1985–86 the urban programme will be maintained at the same level in cash as the likely outturn for 1984–85. Adjusted by the GDP deflator this implies a cost reduction of some 4 per cent. but the effect on programme activity will depend on actual cost changes in the relevant areas.
