§ Mr. Terlezkiasked the Prime Minister if she will call on the Soviet Union to set up a conference which would deal exclusively with human rights, under the terms set out in the Helsinki agreement.
§ The Prime MinisterArrangements are already in hand for a meeting, within the Helsinki framework, to discuss human rights and fundamental freedoms. This will take place in Ottawa in May 1985 and will be attended by representatives of the 35 participating states of the conference on security and co-operation in Europe, including the Soviet Union. The mandate for the meeting is laid down in the concluding document of the Madrid review meeting (Cmnd. 9066). The United Kingdom intends to play its full part in the Ottawa discussions.
