§ Mr. LuceWe believe that President Reagan's confirmation of his full commitment to the pursuit of arms control provides the Soviet Union with a further opportunity to resume negotiations on limiting INF missiles. The United States, with the support of its allies, remains ready to do so without any preconditions, and we urge the Soviet Union to respond positively.
