§ Mr. Bestasked the Secretary of State for Wales (1) if he will ensure that housing improvement grants are paid only against proper value added tax registered invoices and not against estimates;
(2) what proposals he has to ensure that housing improvement grant work is carried out only by competent and bona fide builders;
(3) if he is satisfied that the present improvement grant system ensures that public funds are spent cost-effectively and are concentrated on those properties most in need.
