Mr. Spearing

asked the Prime Minister what is Her Majesty's Government's policy with regard to the attendance of Ministers at functions at the Soviet embassy in London; and what changes have recently been made in that policy.

Ministers attend functions at the Soviet Embassy where there is a substantive reason for them to do so. Our policy has been, and remains, to have high-level and ministerial contacts with the Russians when these are deemed advantageous.
