Mr. Wallace

asked the Secretary of State for Foreign and Commonwealth Affairs why he sent the note issued in August by the cultural relations department of the Foreign and Commonwealth Office to the British Youth Council, regarding the World Festivals of Youth and Students.

The letter that accompanied the note to which the hon. Member refers set out our reasons. The main consideration was that the British Youth Council's membership should know the background to the World Festivals of Youth and Students, which have a long history as international Communist propaganda events.
