asked the Secretary of State for Employment if he will write to the Manpower Services Commission stating whether his letter of 17 September about the implementation of "Training for Jobs" was a directive under the Employment and Training Act 1973.

No. My letter to Manpower Services Commissioners of 17 September was a specific request that the commission's corporate plan for the period 1985–88 would need to include plans for the expenditure of the additional resources for non-advanced further education made available to the commission as announced in the White Paper "Training for Jobs" (Cmd. 9135).
