asked the Secretary of State for the Environment what is the total amount of capital receipts which local authorities have been required not to spend as a result of his announcement of 18 July.

On 18 July, my right hon. Friend asked local authorities to exercise restraint in their capital expenditure in 1984–85. The effect on capital receipts accumulated in previous years cannot be deduced from information held centrally. Under the terms of the request, local authorities remain free to spend up to the level of their capital allocations, plus the prescribed proportion of capital receipts in the year, or to the level of their contractual commitments on 18 July, whichever is the higher.
