Mr. Kirkwood

asked the Secretary of State for Foreign and Commonwealth Affairs what plans he has to respond to possible famines in areas other than Ethiopia over the next year.

The UN agencies concerned are predicting that many countries, particularly in Africa, will need emergency food aid in 1985. I urged my European Community colleagues on 6 November to give priority in the 1985 EC food aid programme to meeting these needs, and we shall do the same in our own bilateral food aid programme. The EC also has some £65 million from the emergency provision in the European development fund to draw on in 1985, and there is a contingency provision within our own aid programme for allocation as required.
