asked the Secretary of State for Social Services what representations his Department has received from the Deaf-Blind Helpers' League concerning the award of mobility allowance to deaf-blind people; what response has been made; if there is any action he is taking; and if he will make a statement.

I met representatives of the Deaf-Blind Helpers' League on 12 March and I am writing to them in response to subsequent representations. The issues involved in deciding claims for mobility allowance from the deaf-blind are often complex and we are currently awaiting a decision on a relevant appeal which has been made to the House of Lords.
