asked the Secretary of State for Social Services what instructions have been issued by his Department to managers of local offices regarding receipts being produced by persons in receipt of benefits who have obtained cash advances for the purchase of household goods and electrical and gas appliances; and if he will make a statement.

Instructions to local office staff on this matter are in paragraphs 7061–7064 of the S manual, a copy of which is in the Library. Girocheques for items of furniture and gas and electrical appliances should normally be made out to the supplier. Where payment is made to the claimant a receipt is requested when there is doubt that the money will be spent properly.
