Mr. Latham

asked the Secretary of State for Foreign and Commonwealth Affairs whether Mr. Elmismari, described as a garage attendant, was employed in that capacity at the Libyan people's bureau; whether he was visiting the bureau for some purpose at the time of the shooting of WPC Fletcher and remained there until 27 April; and whether he had any form of diplomatic immunity.

Mr. Whitney

I regret that I am unable to add any information either about the capacity in which Mr. Elmismari was employed at the Libyan People's Bureau or about his whereabouts between 17 and 27 April beyond that given by my right hon. Friend the Member for Witney (Mr. Hurd) in his written answer on 8 May, at column280, to my hon. Friend.

Mr. Elmismari was notified to the Foreign and Commonwealth Office as the husband of a member for the administrative and technical staff of the Libyan People's Bureau and thus had diplomatic immunity by virtue of the status of his wife. His name should accordingly have been indicated with an asterisk in the answer to which I have just referred.
