asked the Secretary of State for Education and Science if he has any plans to hand over the management of any state-funded schools to boards of elected parents; and if he will make a statement.

The Government are consulting on their proposals for a new framework for school government in England and Wales set out in the Green Paper "Parental Influence at School" (Cmnd. 9242) published yesterday. In the interests of raising standards, these generally would provide for an increase in parents' representation on governing bodies, in most cases to form the majority, and for each governing body to have appropriate functions in relation to the life of its school while respecting the proper responsibilities of the LEA for provision in its area and the professional responsibilities of the head teachers.
