§ Mr. Buchanan-Smith[pursuant to the reply, 15 February 1984, c. 215]: I have decided on arrangements for the ninth round of offshore petroleum licensing. Texts describing the method and arrangements for licensing have been placed today in the Libraries of both Houses. The text, which will be published in notices in the London, Edinburgh and Belfast Gazettes on 8 June, includes a list and map showing the blocks for which I will be inviting applications. I expect to license some 80 blocks from the 195 blocks on offer. Fifteen of the total number will be on a cash tender basis. These are in the mature areas of the northern North sea.

The selection of blocks for offer has followed careful consultation with other Government Departments and with outside organisations, including fishing and environmental interests. In certain areas, for example those close to the coast, drilling restrictions will be applied together with other special requirements because of the sensitivity of the areas for fishing, wildlife and navigation.
I would also expect licensees, in considering their development plans, for any discoveries near the shore, to carry out in consultation with all interested parties a study into the implications and impact of the proposed development.
A main objective for the ninth round is to widen the scope for exploration in frontier areas of the United Kingdom continental shelf, particularly those in deep waters. Such a widening will encourage the development of exploration and production techniques. In the eighth round we introduced in our licensing criteria consideration of the involvement by licensees of United Kingdom organisations in the design and demonstration of
