Mr. Nicholas Winterton

asked the Secretary of State for Employment if he will introduce legislation to permit employers to suspend the operation of the check off system for the collection of union dues during industrial disputes affecting them; and if he will make a statement.

Mr. Gummer

[pursuant to his reply, 21 May 1984, c. 345]: There is nothing in law to prevent employers suspending the check-off at any time unless they have entered into agreements to collect union dues which are legally binding. Such agreements are in fact rarely, if ever, legally binding.

asked the Secretary of State for Employment what information he has as to the average amount collected monthly by employers on behalf of unions in respect of union dues collected under the check off system; and if he will make a statement.
