Mr. Wigley

asked the Secretary of State for Wales what factors he takes into account in determining the housing needs of each district council in Wales for the purpose of allocating finance for housing.

Mr. Wyn Roberts

The basic factors which underlie the housing allocation of each district council are population; number of households; homelessness; OAP households; unfitness and lack of basic amenities; and the level of housing association activity. Also taken into account are HSIP based factors for renovation and home insulation grants; repairs to local authority stock; enveloping schemes; lending for improvement and purchase; and any special factors such as the incidence of defective housing.
