asked the Secretary of State for Transport what response his Department has received to the consultative document "Proposals for Legislation on Ship Registration and Other Matters"; and if he will make a statement.

A substantial and generally favourable response has been received. The proposed arrangements for the registration of ships in dependent territories have been welcomed. The proposal for a computer-based central register in the United Kingdom has received general support except from the Scottish fishing industry. All comments are being carefully considered, including alternative proposals put forward by the shipping industry for achieving more effective jurisdiction over British ships. Further consultations will take place as necessary in preparing the legislation.
