§ Mr. John PattenThe personal social services component of the grant-related expenditure assessment is constructed using objective indicators of need; for example, numbers of residents in the local authority area, and numbers of old people living alone. Assessments of client numbers and unit costs are used at an intermediate stage only in the calculation of certain parts of the formula, and these are not assumed levels of provision.
