asked the Secretary of State for the Environment if he will publish in the Official Report details of the representations he has received in respect of section 142 of the Local Government Act 1972 for the last 12 months to the latest available date.

My right hon. Friend has received a considerable number of representations over the last 12 months relating to section 142 of the Local Government Act 1972. Nearly all have been critical of the use by some local authorities of ratepayers money to fund politically motivated propaganda in the form of leaflets, papers, advertising, and so on, much of which has been directed against the Government's proposals for rate capping and abolition of the GLC and metroplitan county councils.
