asked the Secretary of State for the Environment if, in conjunction with the energy efficiency campaign, he will introduce enhanced grants for pre-1919 houses to instal energy efficient systems; and if he will make a statement.

Improvement grants may be available, at the discretion of local authorities, for the provision of adequate heating as part of major improvements to substandard housing built before October 1961. Local authorities have been specifically asked to make improvement grants available to the elderly for small improvements, including the installation of improved heating systems.

We are shortly extending the homes insulation scheme to grant-aid the insulation of dwellings with inadequate loft insulation. At present only those with no loft insulation whatsoever qualify for grant.

We keep our policies under review but we have at present no specific plans for enhanced grants for the installation of energy efficient systems in pre-1919 houses.
