asked the Secretary of State for Social Services under what circumstances social security beneficiaries are obliged to obtain clothing and footwear from special stores rather than receive cash.

Claimants who are entitled to a single payment of supplementary benefit for clothing or footwear under the Supplementary Benefit (Single Payments) Regulations 1981 are given a girocheque to cover the cost of clothing for which they have a need. They are not directed to special stores. However, claimants who are resident in resettlement units have their clothing and footwear needs met by issues from the stores maintained at the units.
