Mr. Deakins

asked the Secretary of State for Foreign and Commonwealth Affairs what has been the level of United Kingdom aid to Paraguay in each of the past five years; and what account is taken of the political complexion of the Government of Paraguay in determining the level of United Kingdom aid.

The gross public expenditure in Paraguay over the past five years was as follows:

Many factors are taken into account when setting the level of United Kingdom aid to developing countries, of which the prevailing political situation is one. Others include the overall availability of aid resources, the relative poverty of recipients and their historical and commercial links with Britain.
