Mr. Corbyn

asked the Secretary of State for the Environment what is the rent income per dwelling in 1984–85 which has been assumed by his Department in the calculation of the current grant related expenditure for housing revenue account in each of the London boroughs; and what is the information in respect of grant-related expenditure assessments for 1983–84.

No direct assumption is made about rents charged in the grant year. Housing GREs are calculated from a base year account, currently that for 1980–81. The base year account is constructed on the assumption that authorities charged regional average rents in 1980–81. The base account as a whole is then projected forward to the grant year.

asked the Secretary of State for the Environment what figure for the cost per dwelling of management and maintenance has been assumed in the calculation of grant-related expenditure for rate fund contributions to housing revenue account for each year from 1981–82 to 1984–85 inclusive in each of the London boroughs.

No direct assumption is made about management and maintenance expenditure in the grant year. Housing GREs are calculated from a base year account, currently that for 1980–81. The base year account is calculated on the assumption that spending on management and maintenance was at the average level per dwelling for the three years 1978–79, 1979–80 and 1980–81. (In 1981–82 GREs were instead based on the level of spending in the base year alone.) The base account as a whole is then projected forward to the grant year.

asked the Secretary of State for the Environment what is the regional average rent or rents of council houses in London in 1980–81 which are used by his Department as a basis for calculating the 67 grant-related expenditure indicators of national deficits on housing revenue accounts.

For each economic planning region, an average rent has been calculated for each of 33 categories of council dwellings for 1980–81. The categories are:

(a) before 1945 (b) from 1945 to 1964 (c) after 1964

For each authority, a composite average rent has been calculated, based on the proportion of each category in its own dwelling stock.
