asked the Secretary of State for Education and Science if he will make a statement on the pay and conditions of service of teachers in maintained schools.

Sir Keith Joseph

Discussions are in progress in the Burnham joint working party on restructuring the teachers' pay system. I have made clear my view that any reform should promote the development of a more professional teaching force and better educational standards. Such reform would affect other conditions of service as well as pay. It should include arrangements for the systematic assessment of teachers' performance. I continue to hope that the discussions will have a successful outcome.

I refer the hon. Member to the statement I made earlier today in answer to a Question from the hon. Members for Denton and Reddish (Mr. Bennett), Rother Valley (Mr. Barron) and Heywood and Middleton (Mr. Callaghan). The correct forum for the resolution of this dispute is the Burnham primary and secondary committee.
