asked the Secretary of State for the Home Department if he will propose amendments to the immigration rules to allow review by an adjudicator in cases where his decision was not made within the immigration rules.

No. The powers of immigration appeals adjudicators are set out in section 19 of the Immigration Act 1971 and my right hon. and learned Friend has no plans to introduce amending legislation on the lines envisaged by the hon. Member.
