§ The Prime MinisterThe Government's expenditure plans for higher education as set out in Cmnd. 9143 assume that the age participation rate will rise to over 14 per cent. by 1986–87 compared with 12.4 per cent. in 1979–80. Provision for higher education in the longer term is being reviewed.
