asked the Secretary of State for Foreign and Commonwealth Affairs if the provisional agreement at the recent European Council that the maximum level of European Economic Community expenditure will be determined at the beginning of the budgetary year means that there will be no supplementary budget, and that no additional sums will be allocated to main areas of expenditure during the course of the financial year.

I have been asked to reply. Detailed arrangements for giving effect to the proposals for greater budgetary discipline—including the possible implications for supplementary budgets—are still to be settled. Discussions are likely to take place in the Finance Council.
