Mr. Janner

asked the Prime Minister (1) pursuant to her reply of 26 April, Official Report, column 576, by whom the Cabinet Office's policies and procedures were reviewed before the Commission for Racial Equality's code of practice became operative; and when and to whom additional guidance and instructions were issued;

(2) pursuant to her reply of 26 April, Official Report, column 576, when equal opportunities officers were designated within the Cabinet Office; by whom such designation was made; and what the grades and duties of such officers are.

The Prime Minister

The Cabinet Office took part in the review of personnel policies and procedures as they affect race relations in the Civil Service carried out in 1982, during which the policies and procedures operated by the Department were examined closely by the personnel services division of the Department. A copy of the report of the review together with additional guidance as appropriate was issued to all members of staff responsible for the personnel management of staff in March 1984.

The Cabinet Office equal opportunities officer was designated by the principal establishment officer acting on behalf of the permanent secretary in April 1984. The officer is a principal and is head of the branch of the personnel services division responsible for the personnel management of the staff.
