Mr. Allen McKay

asked the Secretary of State for Education and Science what information he has been given of the effect on Workers Educational Association classes of the reduction in grant aid payments.

Mr. Brooke

It is clear from letters received that student fees will need to be increased as a result of this decision. It is our view that there is scope for increases in fees to those who can afford to pay. This should not result in significant reductions in Workers Educational Association programmes.

asked the Secretary of State for Education and Science (1) what consultations he has held concerning forward planning of grant aid to the Educational Centres Association; and if he will continue to hold consultations prior to his final decision;

(2) if he has finalised a programme of funding for the Educational Centres Association for 1984 to 1988;

(3) if it is his intention to maintain grant aid to the Educational Centres Association until at least 1988;

(4) what representations he has received concerning his plans for funding the Educational Centres Association over the next three years; and if he will make a statement.

Officials of the Department have met the Association and explained that it was my right hon. Friend's intention to withdraw grant from March 1988. Grants from 1985–86 to 1987–88 will be reduced in stages but figures have not yet been finalised. Consultation with the association was promised on the level of these grants and this will take place after it has put forward financial plans for the period in question. About 25 representations concerning this decision have been received to date.

asked the Secretary of State for Education and Science (1) if he proposes to change the basis on which the level of grant aid to the Educational Centres Association and the Workers Education Association is currently assessed;

(2) on what basis the grant aid to the Workers Education Association and the Educational Centres Association is currently assessed.

Grant to the Workers Educational Association districts is generally paid on the basis of 75 per cent. of the tuition costs of approved courses plus a contribution towards administrative costs. Grant is paid to WEA headquarters as a contribution towards administrative costs and the expenses incurred in running WEA summer schools. Discussions are continuing with the WEA as to revised arrangements for the allocation of grants to the districts. Grant to the Educational Centres Association has been assessed at a level sufficient to enable the Association to employ a full-time secretary. Grant will cease in 1988 and meanwhile discussions with the Association will be held about the staged reductions in grant in the period 1985 to 1988.
