asked the Secretary of State for Social Services when he will be in a position to take action in the light of the Social Security Advisory Commission's recommendation in its 1982–83 report that there should be an early move towards a partial incapacity benefit.

The two schemes for a partial incapacity benefit which the Social Security Advisory Committee outlined in its 1982–83 report were tentative proposals put forward as a basis for public discussion. The present position is as set out in my reply to my hon. Friend the Member for Exeter (Mr. Hannam) on 12 March at column60–61.
