Mr. Proctor

asked the Secretary of State for Energy (1) if he is satisfied with the present security arrangements for the national meter-sealing system and, in particular, for other sealing pliers used by the area electricity boards to seal meters under regulations issued by his Department; and if he will make a statement;

(2) if he will make a statement with regard to his proposed review of the existing electricity meter legislation concerning the risk and incidence of the fraudulent and illicit use of sealing pliers.

My Department's investigation has not yet been completed. When it has, I shall let the hon. Member know the outcome.

asked the Secretary of State for Energy (1) what progress has been made in his discussions with electricity boards aimed at withdrawing all district-held sealing pliers; and if he will make a statement;

(2) if he will name the two electricity boards which permit sealing pliers to be kept in their districts; and if he will make a statement.

I understand that the area electricity boards concerned have either already issued instructions withdrawing sealing pliers held in their districts or will be doing so shortly.
