§ Mr. MacGregorThe best approach, which is that of Her Majesty's Government, is to reduce the need for subsidised exports by policies designed to curb the production of surpluses in the European Community. The Government will continue to oppose any proposals for exports to the Soviet Union on specially favourable terms.
