Mr. Soames

asked the Prime Minister which reforms suggested by the Franks committee in its report on the Falklands conflict have been implemented; which have been discarded; and which are still being considered.

The Prime Minister

The Franks committee made two recommendations, both of which have been implemented. The assessment machinery was reviewed, with particular reference to the arrangements for bringing to the Joint Intelligence Organisation's attention information other than intelligence reports; and, as I indicated in the House on 25 January 1983, the chairman of the Joint Intelligence Committee is now an official of the Cabinet Office who is engaged full-time on intelligence matters.
