Mr. Chris Smith

asked the Secretary of State for Employment how many managing agents who have had youth training scheme places approved by the Manpower Services Commission have received written approval from the Health and Safety Executive regarding health and safety on their schemes since the youth training scheme was officially launched on 1 October 1983; how many sponsors providing work experience for managing agents have received such approval; and how this compares in each case with the total number of youth training scheme places approved.

The Health and Safety Executive does not operate any system of issuing approvals for particular schemes operated by managing agents under the youth training scheme. The Health and Safety at Work Etc. Act places the responsibility for ensuring health and safety on employers and the self-employed, subject naturally to inspection to ensure that the legal requirements are met. Manpower Services Commission staff appraise all proposals for training under the scheme, including consideration of the adequacy of health and safety provisions.
